I believe there was more than one email. It should have explained why the data was sensitive and could not be shared, which was the agreement that had been made in order to collect it...
The Nymag paper which I just read (thanks to Peer 6 for providing the link) is the most devastating piece I've seen for years, and will certainly have consequences for the whole scholarly community...
